Who to Contact if you Suspect Adoption Fraud
Initially, once you have discovered youre the victim of adoption fraud many emotions will surface. It may be hard to concentrate or think clearly. Reporting the crime or suspected fraud may be emotionally difficult. By telling your story you will be able to start the healing process and save someone else from the emotional turmoil of "THE CRUELEST CON".

The following steps outline whom to contact should you be exposed to such a crime. I urge anyone who suspects adoption fraud to file the necessary complaints if not for you, to protect other unsuspecting victims. Make all complaints consistent, stick to the facts, be specific, and be detailed. Finally, keep a record or file of complaints and acknowledgements for future reference.
1. Local Police Department
2. The FBI
3. The U.S. Postal Inspector
4. The State Licensing Specialist, local adoption agencies, facilitators, adoption attorneys
5. Your State Attorney Generals Office
6. The National Fraud Information Center
7. Post factual complaints on the Internet
8. Post factual complaints with newsgroups (adoptionscams@yahoo.com)
9. Write letters to your State Representatives, State Senators and Governor
10. Contact the media, print, radio and T. V.
11. If you need an attorney contact your local bar association and ask for the attorney referral service; tell them you are looking for an attorney to handle a wrongful adoption case.
12. If the complaint is against an attorney file a complaint with the local bar association.
Copy all information. Never give away your originals unless you have copies of everything.

Who are we? Kelly Kiser-Mostrom and Lynne Banks. Individuals that have completed our adoptions and looking for a way to help protect others from adoption scams.
What do we do? Update and maintain an ongoing database for future reference for prospective adoptive parents, expectant parents, birth mothers and others in the adoption community. There is NO fee to check the database or to file a report. We are adoption advocates. When hiring an adoption professional part of their job is to screen thoroughly all clients and to be aware of potential scams. These reports are meant to be used in conjunction with all the information you have researched and gathered. By accessing the database you agree to hold us harmless in the content you receive. A third party files such information and their name will only be released to you if they have given us permission. We also reserve to right to not release information. If there are no reports in our database it does not mean the individual is not a scam or unethical. We can point you in a direction or refer you to others for further research.
When filling out the report please report only factual information and be very specific. It is your right and our right to state our opinions and facts according to the First Amendment of the Constitution of the United States of America. In order for anyone to access the database they must ask specific questions about specific individuals and thoroughly identify themselves. Because of the large amount of content the whole database will not be provided to any one person. Should you suspect you have been involved in a scam you must still report it to the authorities. This centralized reporting system is not used to report unethical practices or adoption scams to the authorities. (Unless we get a request from the authorities.)
